No. Drowning is often regarded as one of the most painful ways to die. If you need to euthanize an animal, a lethal injection or a bullet through the head (for horses) are the only humane way to do it.
First, try and see if it is poisonous, snakes get rid of lots of pests and are mostly good. Drowning takes a LONG time and is not recommended. If you must, hit it in the head with a shovel, it is much more humane.

The humane treatment of children grew out of animal welfare activists of the late 1800s.
Any death that is painless and low-stress for the animal.
A humane officer is the person that goes out on calls to retrieve an animal or report the condition of the animal. They will notify the owners before the animals are seized for the veterinarian to check and then the animal will be re-homed.
Animal cops are also known as humane officers, and typically work on behalf of Humane Societies. The job outlook for humane officers is not very good, since the counties in most states tend to exclusively use the services of animal control officers.
