yes it is safe as long as the Balcony is closed and you make sure there are no open parts that your rabbit can jump from then it is very safe but maybe by day if it is too hot you should keep it indoors i keep my pet bunny in the balcony at night in a city on the 33rd floor i know it can be loud but your bunny will get used to it like mine did as long as you keep your rabbit free it will be okay just don't leave it in a box let it run around it wont do any harm and by day i let my rabbit in a box and keep it indoors and return in my balcony by night hope this is helpful enough :)
