I thought it was, but I read this today:
The symbol is a combination of the semaphore signals for the letters "N" and "D," standing for "nuclear disarmament".
In semaphore the letter "N" is formed by a person holding two flags in an upside-down "V," and the letter "D" is formed by holding one flag pointed straight up and the other pointed straight down. Superimposing these two signs forms the shape of the centre of the peace symbol.

I would say it's a good sign, a sign of peace to come. Pigeons are doves, and doves symbolize purity, peace, and in Christianity the Holy Spirit.
A peace sign is the most commonly thought of object that represents peace. Though doves and Buddha have also been known to represent it.
Releasing doves symbolizes peace, love, and hope. It is a gesture often used in ceremonies or events to represent unity and harmony. The act of releasing doves is seen as a way to send positive and uplifting messages.

First off, there are no priests in Buddhism. There are monks and nuns. I don't know of the particular incident you are referring to, but doves are internationally recognized as a sign of peace, so the monk was probably making an offering of peace at a ceremony.

Three white does are a Christian symbol of the The Trinity, and/or the Holy Spirit. They are a very auspicious sign of peace and purity.
