well there are programs that educate people that animals feel pain too and that it can be dangerous to abuse an animal because that said animal could become violent and hurt someone that it is illegal to a certain extent.

Programs aren't the only things preventing animal cruelty, people just like me all over the world are also helping to rescue animals. For example I have a 12 year old chow who was owned by a very abusive family, and one day they came by and asked if we could take care of her for a few days. Well ya know what, they didn't give us food for her, she hadn't had any of her shots, and was abused on a daily basis. It took over 2 years for her to overcome her fear of brooms, vaccums, shoes, even the sound of my mom's heels on the floor would spook her. And do you know what they did after 4 years of them just leaving poor Bear (thats her name) with us, they had the nerve to come back and ask for her back! Well... before Bear there was another dog named Shelby with us and at the time she still was... so when the lady and her husband just decided to waltz on in to our house Shelby grabbed the lady by the hand, not hard enough to break the skin, but hard enough so that it hurt, and wouldn't let go until the lady and her husband got out of our house. So there you have it, its not just programs, but everyday people like us who every day have the oppurtunity to save an animal at risk. P.S. Sorry for the long story.
