Harrowing is breaking up the top few inches of soil or loosening up plant litter, or breaking up cow patties to allow better aeration. It's only importance to agriculture is the ability to aerate the soil, especially in pasture systems. It has little to no use in cropping systems because other and often better implements are used to break up the soil after plowing or cultivating.
