In "The Most Dangerous Game," Rainsford does not have a conflict with the character of Whitney. Whitney, Rainsford's hunting companion at the beginning of the story, shares a mutual understanding and respect for the sport of hunting. Their conversation reflects a camaraderie and similar perspective on the ethics of hunting, contrasting sharply with Rainsford's later conflict with General Zaroff.

The government is involved in seal hunting primarily through regulation and oversight to ensure the sustainability of seal populations and the protection of marine ecosystems. Various countries have established quotas, hunting seasons, and licensing requirements to manage the practice. Additionally, governments may engage in public policy discussions regarding animal welfare and international trade, as well as addressing public concerns about the ethics of seal hunting. Enforcement of these regulations often involves monitoring hunting activities and implementing penalties for illegal practices.
I'm not sure if hunting in general can teach you responsibility, but It requires responsibility. A hunter is responsible to educate themselves on the laws, and ethics of hunting. Not to mention knowing how to safely handle a firearm. I would start by taking a hunter's education class in your area. Check your state's Department of natural resources web site or contact your local Conservation Officer.
