Both Stalin and the pigs in Animal Farm used tactics like propaganda and reign through terror. They also both employed secret police to do their bidding. In Animal Farm the secret police were the dogs that were "reeducated" for Napoleon's use. They carried out the executions much like the police in the Russian revolution.
From Shmoop Literature on George Orwell's Animal Farm http://www.shmoop.com/literary-device/literature/george-orwell/animal-farm/tone.html Tone Satirical, Ironic, Tongue-in-cheek The tone in fact presumes naiveté in a way that smiles and winks at the reader. the animals had said that they had been in contact and been working with snowball the pig that had said to by Napoleon to have been the betrayer and actually had said to have been actually been working with Mr. Jones the original owner of animal farm. in truth napoleon had probably talked or made others talk with the animals who had been executed. they behind the scenes were probably been tortured and abused. the reason they had been in contact with snowball it could be because they had just gone completely crazy maybe they were forced to without knowing the consequences. The author makes you think in this book.

Boxer, the hardworking horse in George Orwell's "Animal Farm," reacts to the mass executions with shock and confusion. He struggles to understand the brutal actions of the pigs and is deeply saddened by the betrayal of the farm's ideals. Despite his disillusionment, Boxer remains loyal to Napoleon, believing that he must work harder to support the cause. His unwavering dedication illustrates the tragic consequences of blind loyalty and manipulation.
