Kids cannot vote, obviously, so practical politicians go to other targets ( Jobs, defense, terrorist prevention, etc) Also children"s rights are defined mainly in negative terms. There are whole categories of offences that are called status offenses that can get kids in the Youth House but would not be considered crimes if performed by adults- smoking, drinking, truancy and so on. In some cases the justice mechanism comes down harder on kids than mature adults. still , there is no excuse for child abuse.
