In the world of movies and fiction this generally refers to the ability to fire lasers from the eyes, fly or such. In real life cyborgs would have to include at least:

• people with insulin pumps or pacemakers
  
• people whose hearing or eye sight is renewed by imp,anted electronics
  
• people with implanted or replacement bones made from 3D printed plastic or metal
  
• people with replacement teeth
  
• mobility enhancing prosthetics
• speech enhancing equipment like Stephen Hawking has
• cataract surgery to replace eye lenses
• shunts for heart surgery
• artificial tracheas

So yes they are cyborgs, no they aren't scary movie cyborgs
