Whoever had the low bid that year. Most were imported from Belgium and the most likely makers would include, F. Dumoulin & Co., Simonis Janssen & Dumoulin, Henri Pieper, Robert et Cie, Neumann Freres ....
The Earnest Dumoulin Co. is located. I believe, in Herstal, Belgium. I do not believe that they are currently being imported into the U.S. or have an offical importer. They manufactured, at least in the past, what were essentially custom made firearms and for the most part quite expensive. You should probably try the Belguim consulate.
