To look up pre-1980 VIN numbers, you can start by checking the vehicle's title or registration documents, which often contain the VIN. You can also consult the National Highway Traffic Safety Administration (NHTSA) website, which provides VIN decoding tools. Additionally, classic car clubs, historical societies, or dedicated automotive websites may have resources for researching older vehicles. Lastly, contacting the manufacturer directly may yield useful information about the vehicle's history.
Unless this is a pre 1981 bike, this is not a vin. A vin must be 17 digits. If it is an older bike, no way of checking the vin numbers on them.
1981, pre 1981 manufacturers could use any length of numbers. Some ran only 13 digits up until 1980 like the Chevy corvette for example.
On most cars the decode vin can be found on the drivers side of the dashboard. This is for vehicle models from 1980 and up, previous models (pre 1980) may have them located elsewhere.

In 1980 Vehicle Identification Numbers (VIN) were standardized using a seventeen digit system. Prior to 1980 manufacturers used VINs unique to their own company.
