If all the window switches are not working, I would suspect a common thread like a circuit breaker or the power window relay is bad.

The first thing to check when a horn stops working is the fuse. If the fuse is okay, it is possible that one of the connections has become loose or is broken. If the connections are okay, the horn itself may need to be replaced.

Casement windows can be used in the woods. They are mounted windows that close into their frames. They are not good storm windows, however, so depending on where you live you may have to use a different type.
If you're sure the fuse is okay, the next thing to check is the bulbs. If the bulbs are okay, the problem could be the turn signal relay, also called the flasher relay.

No it is not, don't try it. You shouldn't mess around with anything in the C:\WINDOWS folder because most if not all of the files in there are required for windows to run properly, system32 in particular.
If the form and fit are okay, you are fine since the 40 V is just saying it will operate at a higher voltage.
