The same way you write any other story -- plant your butt in a chair and get started! Make an outline listing everything you know about the artifact. Then, change each line into proper sentences and string them together into some sort of order -- any order that makes sense to you. There's your story. If you mean a fiction story, you'd already have the idea if you're meant to write that story. If you can't think of an idea, you don't really want to write the story. Here are some links.

Well, you have to start out by identifying similarities between the stories. Do the major characters have anything in common? ... They do, but you might have to think hard for such a different story. I think one of the things you could use for this comparison is the way both main characters are shaped by their own societies' values. They both are, massively... so that could be a starting point.

I would love a book about a person whose mother is a human and father is an alien. Whatever characters you invent are going to be good -- if you're going to be a writer, you have to come up with characters that you like and want to write about.
