Yes, the clicking is the starter, but there's probably nothing wrong with it. Your battery doesn't have enough juice to turn the starter motor (draws lots of current), but still has enough to turn on the lights and accessories. Try jump starting it or trickle charge the battery.
The clicking noise you can hear is the starter solenoid clicking into place. If the starter motor does not turn the engine immediately, it is probably the best place to look. it sounds like the starter motor is faulty.
Check to see if power is getting to the starter. If it is not check the solenoid contacts in it may be burned and not letting the power threw . If power is making it to the starter it maybe your brushes are in need of replacement or (dirt in starter ,broken magnets ,bearings or burnt wires).
About 1 hour labor which would be around $75 at a dealer. That is not counting the price of the starter.
It is likely to be the starter is not working.
It might be the relay on its way out. Or might be nothing to worry about.

Check your battery terminals one is either loose or the grounds are bad.... On the firewall.... The clicking is the starter not getting enough power... No Clicking means no power or bad starter..Or you killed the battery(no power).. Google starter problems etc...

i assume on this that you are trying to start car, and just getting clicking sounds even when boosting with a battery charger. if this is correct, then you need to replace starter motor
