Check the bulbs. I'm not sure on a 97, but there used to be a connector at the back that connected the wires from the front to the lights. At the back edge of the bed underneath. These can become corroded. Had any trailer lights added? Lost the ground wire underneath, caught it on something maybe? Since it is the tail and brake lights both, it has to be at the back end. Simplest solution is to stick a new bulb in just to make sure. You have probably already done this, but I mention it anyway.

Sounds like you've lost the ground connection to that light. Identify which of the wires is ground and run a temporary ground to verify.

Your GMC Suburban emergency brake release cable is held in place with a swivel nut on each end of the cable. Loosen the swivel nut to remove the cable. Reverse the process to install the new emergency brake release cable.
There was a couple years that Chevy and GMC used a circuit board in the tail light assembly. It was a bad design. We had several in our fleet at work and many went bad. They are available from the dealer new. Not much you can do to repair the old one, just replace it with a new one.
The GMC dash tail and parking lights are on a different fuse from the brake lights. Check the fuses for a possible blown fuse.

Check the fuse for the brake lights. It should be marked stop/haz on the fuse box cover.

The tail light circuit is separate from the brake and signal light circuit. So, check the fuses, check the bulbs, check the sockets and if you haven't found the problem yet, check the wiring.
If you do not have working tail lights on your GMC vehicle it may be an issue with the wiring or your lights may be burned out.
