Apple Macintosh computers have a reputation for being the best computers for photography. However, whether you choose Mac or PC, equip your machine with as much memory (RAM) and hard disk space as you can afford. Programs like Photoshop use significant memory, and the RAW file format requires a lot of hard disk space. Also, whether Mac or PC, consider a laptop for tethering.
It depends on complexity of a drawn picture, but in most cases, vector graphics takes less space on a media: a bit-mapped image stores information about each pixel of an image, wille vector image stores only types of objects and parameters for further rendering.
I have some good Graphics cards for you and the best deals to find them. Well there are graphics cards that are called to be in the 9 series for nvidia, which is the company that makes them. The best one in the 9 series is the 9800 which 99% likely to be able to take these graphics on full. You can go to nvidia.com and look at their graphics cards and see some specs that say how much memory they have and that stuff. And there is also the 8 series which has a card called the 8800 which I'm not sure if it'll run those graphics on full, but they'll definitely be high. About the same as modern computers, except limited by slower processors and limited memory space. All memory was physical memory until the late 1960s when virtual memory was developed and then virtual memory was rare. Graphics capability was primitive, when it was available.
VRAM is an acronym for 'Video RAM' which is the high speed computer memory dedicated to a computer's graphics hardware. Some systems use a portion of the computers normal memory for this, and others have dedicated memory for this.
People are more likely to put in a graphics controller and memory controller into their computers because it is cheaper and easier than adding things to the chip set.

32-bit Windows has an address space of 4GB. Part of that is used by system BIOSes and graphics memory. With a 256MB graphics card about 3.3-3.5GB of RAM can be addressed and used, assuming you have 4GB fitted. If you fit a graphics card with 1GB of memory only about 2.6-2.8GB of the RAM would be addressable and usable. See the related link for further information.
