it is present in all layers. What gave you the idea it wasn't?
The layers in an ice core sample shows the different levels of matter (gasses, dust, etc) that were present in the earth's atmosphere at any stage in the past hundred thousand years. Each layer will be different according to how much gas or dust was in the atmosphere when the ice froze (trapping the gas and dust inside). These gas levels can be used for further research into issues like climate change.
Earth is a rocky planet because the gas giants are in the outer planets and earth is in the inner planet.
If by gas you mean an atmosphere, there are no planets with an atmosphere anywhere similar to Earth.

If layers of gas around the earth absorbed all of the suns energy, the climate would generally be much cooler. If the gasses trapped the sunlight prior to exposure, the energy of the sun would never penetrate to the ground surface.

The gasses surrounding a planet is called an atmosphere and what gasses surround a planet depends on the planet. Earth's atmosphere is a combination of oxygen, nitrogen, argon and carbon dioxide and Saturn's atmosphere is comprised of hydrogen and helium.

Saturn does not have a solid surface like planets such as Earth. Its upper layers are made of gases, primarily hydrogen and helium. Below these layers is a liquid metallic hydrogen layer, which transitions into a rocky core at the center of the planet.
There are no layers in the ozone layer. It is a single layer of pool of ozone gas.
Although there are many gas molecules that surround you on Earth,there are fewer and fewer gas molecules in the air as you move away from Earth's surface. so, as altitude increases, air pressure decreases.
If by "earth" you mean dirt, then solid. If by "earth" you mean our planet Earth, then it is liquid, solid, and gas. Our planet has multiple layers. The inner core is a solid. The outer core is molten (semi-liquid), the mantle is solid, and the atmosphere is a gas.
The envelope of gas around the Earth is called the atmosphere. It consists of layers of gases that support life on Earth by regulating temperature, protecting from the Sun's radiation, and providing the air we breathe.
