bad starter. Hit it with a hammer lightly while anothe person turns the key. suggestion, replace the starter.
there are two connections to the positive side of the battery, one to the starter, one to the accessories. some times corrosion get in between these two pieces. To correct this, i actual bought a battery with both positive connectors, (post and screw in) i hooked the starter up to one + part and the accessories to the other +. haven't had a problem since. The battery power is not reaching the starter. You have other problems...
A bad starter. A loose connection @ the terminal ends-the battery cables-the starter solonoid-IF IT has Rubber covers around the battery ends corrosion from battery acid could cause it.EVEN a bad ground on the engine from the battery 2 the frame.(battery cables) The battery cable ends could be corroded and should be cleaned. The next step would be to check the starter selenoid and then the starter.
Bad battery or bad battery connection. The click is the starter trying to engage, but lacking the power to turn the motor.
A sing l e click is usually a failed starter. A repeated fast click is either a weak battery or a dirty battery cable.
It could be, a dead battery, dirty or loose battery connections, a bad starter, the engine is seized.
check the starter, or maybe check the battery may be enough voltage for lights, but not to crank the engine over.
First check the battery. Sounds like it might be dead. If it isn't the battery, it could be the starter relay. They are pretty easy to replace.

Bad battery??
Loose battery cable (check and tighten), dead battery (recharge or buy a new one, or try a boost from a good battery), frozen or dead starter motor (have someone turn the ignition key while you smack the starter motor with a hammer), faulty starter solenoid (replace), seized engine (buy a new car), and probably a dozen other things that I cannot bring to memory at the moment. Perhaps someone else can.

Could be that the positive battery feed isn't getting to the starter. Possible that the engine is locked up, need to try to turn over with a wrench.
Possibly defective ignition switch or starter.
Weak battery. Which may in turn be caused by a bad alternator.
When you attempt to start engine, nothing happens-- similar to weak or dead battery. You may hear "click" and lights may dim, but engine will not rotate
