If you use a quality primer like Kilz or Bullseye, you should be OK.
When a manufacturer claims that their paint is a paint and primer in one, all they are promising is that you can use that paint as the first coat over drywall or a previously painted surface that is clean and in good shape other than a few ordinary repair materials like spackle or putty. These paints can not normally be used a s bridge between oil and latex paints. For these applications, and any other application other than a simple repaint, a specialty primer should be used.

I wash the walls really good and then If any chips or dents I sand down that area, If they are a dark color you might want to seal it with a sealer so you don't have to use as much paint to hide the color, but for the most part you do not have to prime of they are in good shape

Yes, you can recoat Behr 300 waterproofing wood protector with an oil-based or 100% acrylic paint after cleaning.

Since this Behr's premium transparent weatherproofing sealer is silicone fortified, you should wait at least six months prior to recoating with a 100% acrylic latex paint.
Not worth trying. -Just paint over it with a good thick paint like Behr premium.
First use a good primer, such as Kilz or Behr. You will need at least one coat of this, for very bad stains you could use two coats. After that you should be good to paint over top of it. If you are going to paint a very light colour, such as white or soft yellow, you might want to use Behr paint and primer in one, as it offers the best color coverage.
Home Depot sells Consumer Reports #1 paint for over 7 years. Behr is sold exclusively throughout their stores.

if it was painted less than 30 days ago but it will more take more coats of paint than it would if you use a tinted primer. Try Behr's paint and primer in one.

Try hairspray or a magic eraser by mr clean .
