No. A slipping transmission is caused by a low fluid level, or failure of friction parts inside the transmission. Though a failing Vehicle Speed Sensor(VSS) can cause symptoms that can make it appear that the transmission is slipping, even though it is not.
The speed sensor is on the front passenger side of the car. Loosen the nuts on the wheel, then jack it up. remove the wheel. As you look where the wheel was, to your left is the speed sensor. It is at an angle, angled towards the back of the car. first unhook the wires attached. you can do this by hand. next, remove the bolt that is holding the speed sensor on. I believe it is a 10mm, and you will need a deep socket. once you remove the bolt, the sensor slides right out. Also, make sure you replace the "O" ring on the sensor. this is an easy job.
The Direct Clutch Speed Sensor is on top of the transmission (in front of the driver) and secured by a 12mm bolt to the transmission casing. It looks like a vertical black tube with an arm that extends toward the driver with the bolt at the end. The sensor located closest to the firewall is the vehicle speed sensor, This sensor tells the ECM how fast the car is moving, that information is than relayed to the speedometer in your instrument cluster. The speed sensor on the front of the transmission is a Turbine Speed sensor. The ECM watches the relation of the Turbine speed sensor to the shifting perimeters to make sure the transmission isn't slipping.
I'm pretty sure the speedometer uses the transmission speed sensor. the rear axle speed sensor is for the rear antilock brakes.
If you have the 3-speed transmission, it is likely that the speed sensor can make it difficult to shift but in my experience, if you hold down the accelerator it can force the transmission to shift up. Of course this is dangerous and probably causes premature wear on the transmission, but I had no choice back when I had speed sensor problems. The best option is to replace the speed sensor as soon as possible if of course that is the problem, which will set off a trouble code in the PCM. If there is no speed sensor trouble code then you may have a problem with your transmission altogether and may need to have it looked at by a transmission shop.

The problem could be the output speed sensor on the transmission or the speedo head it self. A scan tool would be helpful

the library should have a shop manual for this vehicle, you can make copies of the right sections :) the correct answer is determined by which speed sensor, in stick shift it's on the transmission passenger side drive shaft cone. in automatics it uses the turbine speed sensor located on the front of the transmission to determine vehicle road speed. crankshaft speed sensor is located on engine block under the power steering pump and camshaft speed sensor is on the rear of the cylinder head near the brake master cylinder. hope this helps.
