Probably not usually. For an idler pulley to put so much drag on the belt system that it stalls the engine, it would break or throw the belt altogether before the engine could actually stall.

My car does the same thing, except for the low oil... from time to time when I come to a stop I'll push in the clutch and it will randomly stall... I think its b/c my idle is not set high enough, but there could be a different reason...

The idler pulley has nothing to do with the brakes. If the idler pulley is bad it could throw or break a belt, and then your engine will stop.
check tensioner pulley and idler pulley if equipped.
There is an idler pulley that holds tension on the belt. Use a 14mm socket with a long breaker bar to push the pulley down and the tension drops from the belt and it will slide off. Instalation is the same. The idler is the second pulley down from the left side of the engine while facing it. If the bolt starts to turn stop, you are either on the wrong pulley or you need to move the bar clockwise to get a lower starting point.

98% of the time it is the tensioner or idler pulley. With engine off take WD 40 with that little plastic tube & spray the back side of either one, idler or tensioner pulley, not both. Take a drive & if you still hear the belt noise then it is the pulley you didn't spray. The tensioer pulley is replacable on most dakotas. When you remove the belt the tensioner should have strong spring action & move smoothly. If it does then just replace the pulley. Some places will try to sell you the whole tensioner.

Several things can cause your car to stall and shake when you stop. Replacing the spark plugs and spark plug wires may cure the problem.
