Because it's located on one of the 7 plates. The tectonic plates. They consist of divergent and convergent boundaries. The land of California is a convergent boundary and the ocean is divergent. When they push together it forms mountains or volcanoes. When Earthquakes happen it's because they're pulling apart and releasing tension.
