Lithium Ion batteries (the type of rechargable battery used in most cameras) naturally lose charge over time. You should top them off in the charger at least once a week.
In my case the best camera is always the one which you just happen to have with you when you want to shoot a picture. This makes my mobile phone the best camera but the quality is poor. So my ideal camera would be the one within a mobile phone but as good and fast as an SLR.

When you say it won't start I am assuming you mean it will not turn over. If that is the case and the battery is new, then something is pulling power from the battery. You have a light somewhere that is on or you have a relay that is stuck.

A stuck relay in the car can drain the battery. A dead cell in the battery itself will drain the battery overnight. If this is the case the battery must be replaced as there is no way to fix it. To find out disconnect the negative battery cable for around 8 hours. If the battery goes dead it has a dead cell. If not then something is draining the battery. The only harm to the battery would come from the temperature of the floor, it would be just like setting the battery on a block of ice. The concrete can not "drain" the battery because the battery case is made of plastic which is an electrical insulator.
