The landlord may NOT open or keep the mail. That is the recipient's property by Federal Postal Regulations. Once the tenant has legally vacated the property, the landlord has a right to the mailbox container, its security and use. The landlord, as the owner of the property does have the right to tell the post office the recipient may no longer receive the mail, HOWEVER, he must not destroy the mail or complete a forwarding order, etc.

Yes because if they are not doing their job right you don't want them screwing up office for the next person that runs for office because that would ruin the experience for the next person so if they do something to get recalled heck ya i think that they should be recalled so they don't screw up this country any more then it is already screwed up =)
The Post Office can rekey the mailbox if the mailbox is owned by the Post Office. All you have to do is call your local Post Office and ask them to rekey. There is a charge, however, of around $50 to do this.

Some districts allows the mail carrier to pass up a blocked box when others require them to dismount and deliver to the blocked box. also keep in mind that the mail carrier has on average 700 houses they have to deliver to each day. just a few dismounts at blocked boxes can get the carrier in trouble if it makes them late back to the post office.

They might complain to the local police and cause it to be towed or impounded, but the USPS does not tow it themselves. If you are referring to a roadside "rural-delivery" type of residential mailbox, if the carrier cannot access it without leaving their vehicle, they will more than likely simply pass it by without delivering (as they are permitted to do by postal regulations).

The presence of a mailbox does not make parking in front of it illegal. Whether you can park there legally or not usually depends on whether or not it would be a legal area to park if the mailbox weren't there. This is generally speaking, and is not to say that there won't be places where local ordinance prohibits it.Additional Info: US Postal regulations do not require a postal carrier to deliver mail to a blocked mailbox. It is a federal offense and a felony to tamper with someone's mail and mailbox. The mailbox is actually considered the property of the post office, no matter who bought it.
