all you need is a printer and a scanner and photo paper

STEPS
------------------------
1. Print your picture in color(ON PHOTO PRINTING PAPER)
2. Make sure you have the correct printer settings
3.Let picture dry for 30sec to 2 minutes
4. goto start-menu or control panel and click devices and printers
5. right click and click start scan(maybe different depending on printer)
6. place picture under scanner (in the correct posotion)
7. set the scanner resolution to 1200 dpi or highest resolution
8. set profile to photo
9. click start scan
10. in 1 - 2 minutes you should have a photo at the resolution of 3000 x another number
11. download picasa if you don't have it and crop picture as needed
To enlarge a picture, someone has to use photo editing or canvas software to change the attributes of the picture. The enlarge picture features of such software can allow someone to choose the exact percentage or pixel change.
If the picture is worth the effort and expense to you, have it copied with a large format camera (4x5 or bigger). The result will surpass anything you will get by any other means. You will need the services of a professional lab unless you know someone with such a camera. I once had a poster (about 24x36) made from a 5x7 and the result was amazing.

Say you want to enlarge a triangle 3x its original size. You would take all of the sides and multiply the original lengths by 3. If it is a triangular prism, don't forget to multiply the third dimension by 3 as well.
The perimeter is also twice as large.
If possible, the easiest and safest way is to scan the photograph, remove the spots digitally, and print a new version - there's no danger of damaging the original photograph that way. If that is impractical, for example the photograph might be too big to scan, then you will have to remove the spots from the original image. You can get specialist inks from photo suppliers which are designed to "de-spot" images. Obviously, follow the instructions on the inks, but you will need a fine brush, a good light, a magnifier and lots of patience! I'd strongly recommend that you practise with a photograph where it doesn't matter if it is damaged.
