It is difficult to say, most likely a Greek sculptor Phidias who created the statue of Zeus at Olympia. Bronze warrior statuettes from the ancient Greek Geometric period (8th c. BC), found in the ruins of the Acropolis could be considered free standing but monumental free standing sculpture comes later with the Greek 'Kouros' figures around 480 BC. The Renaissance artist Donatello is credited with the revival of the bronze casting method with his statue of 'David'.
While I can't find any specific meaning of the image of a dragon coiled around a moon, both moons and dragons figure prominently into fantasy art,and each have a vast array of interpretations.

A figure can be any shape, drawing or representation in a visual format. An image however is a picture. By example, if you draw a rectangle or circle or a silhoutte of someone - these will be figures, but if you take a picture of a scenery, it won't be a figure. It will be an image.
Be able to imagine the solid figure as if you are spinning it in your mind. Know every face. To draw a specific view, imagine being a tiny speck of a person standing at that viewpoint. What do you see? It should be a flat, two dimensional figure. For example, imagine a cone. Stand the cone on its base. Imagine that you pick up the cone and look at its base. What is it? A circle. A circle is easy to draw. Then draw it. You have to have a mental picture of every solid figure in your mind unless the solid figure is shown to you. You also must have the ability to picture objects turning in your mind.
