yes you can do that but it is a litlle bit more complicated
what you need to do is if you have a Pokemon sapphire, emerald or ruby with a kyogre in it put it in the bottom of your DS/DSI then start up Pokemon Heart gold/Soulsilver
PS: make sure kyogre is in box
on the menu instead of clicking continue game go down and it should say migrate from ........... (insert game name there) click that then select the six Pokemon you want and click migrate.
then go to fuchia city and go up to where the old safari zone was go in that building and it will be pal park (as seen in diamond) talk to the guy in yellow and he will give you six park balls and then you go in there and you can catch the six Pokemon you selected to migrate

You need to transfer Kyogre over from Pokemon Emerald/Sapphire, or trade Kyogre to your game from Pokemon HeartGold. If you trade the Kyogre to your game from HeartGold, you can talk to Professor Oak with the two of them in your team to get the Jade Orb, allowing you to catch Rayquaza where you found the other two.
You do not need to show Rayquaza to anyone in HeartGold. In order to get Rayquaza, you need to show Kyogre and Groudon (from HeartGold and SoulSilver) to Professor Oak. In turn, he will give you the Green Orb. With the Green Orb in hand, you can find Rayquaza in the Embedded Tower.
After you've defeated Red (meaning you've also collected all 16 badges and beaten the revamped Elite Four) Professor Oak will give you a choice of one of three of the Kanto starters. Now go see Mr. Pokemon in Johto. He will give you the Red Orb. Take it to Route 47 and enter the Embedded Tower. For SoulSilver, you can catch Groudon here. HeartGold & SoulSilver do not introduce any new Pokémon, so the current total of 493 still stands.
You need a Groudon from Soul Silver, and a Kyogroe from Heart Gold, and you bring them to Professor Oak, and follow the instructions. I will give someone a Groudon if they failed to catch it for a shiny Eevee. GRAY Eevee.
Kyogre is only available for Pokemon: Sapphire on the GBA. Ho-Oh is the legendary pokemon available to you in HeartGold.
