Tattooed people can't donate blood because of the inherent risks that might come to whoever receives the blood. The risks that the ink from the tattoo might have infected the bloodstream can give the recipient blood diseases.

If the needles are sterilized and the shop/artist doesn't reuse ink, then you can safely donate blood per American Red Cross Guidelines.

You should refrain from donating blood for at least one year from the date of the tattoo, if the artist is not following these regulations. The possibility of Hepatitis (and a few other blood borne pathogens) acquired from the tattoo artist's needle would exclude you from donating blood.

A fresh tattoo is seen as being a large open wound. The ink can get into your blood stream and "contaminate". That's what I was told at the blood bank last time.

They're afraid of two things: that you might have an infection from the procedure, and that some of the ink will have migrated into your bloodstream.
