Th e short answer is NO! oil (alkyd) and water (latex) do not mix! there are however coating additives that are available that will allow this BUT only if they are incorporated into the original coating!
It seems that acrylic covers such a wide range of paints these days. I have used acrylic and latex mixed and had good results, but I wouldn't say it can happen all the time. I ALWAYS test paint on a sample and let it dry 12 hours after mixing it. This way I get a good idea of the final colour and smoothness of the mix.
