YEs you can, follow these steps: 1- Use fine sand paper, either by hand or use rotary hand grinder, attach the fine sand paper , start to roughen the surface.do not scrach, use abit coarser type to make the surface more rough, touch it with your hand, or ask your son or dauighter , they have much softer skin , so they can feel the surface better than grown up man 2- use either blower or simply wash with water , let dry. 3- buy latex either SBR , or acrylic, in USA good manufactures are available, like DOW, make sure that both are 48% percent , no less in concentration, if you have any doupts about quality ( you can test it : bring glass sheet, apply the latex by finger , let it dry for 24-48 hour , try to peel it , it must peel off like plastic, also put your fingewr in the latex , when it dryes out it will sqeeze your finger , if you try to remove with water it must not dissolve, other test is to apply onother coat on glass sheet , let it dry for 24 hours or more, wash weith water if its washable, then the latex is rubbish, another test is to add water ( one prt by volume latex and add water one part , one and half, 2 parts, 2.25 parts, 2.5 parts,2.75 parts, 3 parts, each mix you try with your fingers , you can feel its bomnding strenght, it has not to dimish when you add 2.25 parts of water by volume, good ones when you add 3 parts by water to one part of latex, you still feel its bonding . 3- prepare mix of one part SBR or Acrylics are mixed by volume to half water . 4- apply one coat, let dry for 24 hours , if its cold weather wait 48 hours, add onother coat, let dry. 5- Apply emulsion paint , be sure that its bonding agent is PURE acrylic, other cheaper types are not good. If you notice any bubles, or pealings, that means the SBR or acrylics latexes are of bad quality,
