primers and etch primers are for pre coating to guarantee surface adhesion.
if you are layering colour over colour you are fine.
but if you are layering colour over a pre-repaired surface there can be a reaction depending on the chemistries of the 2 differen paints.
if your just talking about repainting a 80's generation or newer factory finish. then no primer is required...
there are benefits to priming that cannot be ignored. it has existed and been in regular use since the 30's for a reason... it improves adhesion of the new coating

Oil based paint has a very hard surface which makes it difficult for water based paint to stick to properly. It should be primed first. Water based primer is fine. To make certain the water-based primer has good tooth, be sure to lightly sand the oil-based paint and wipe it down with a tack-cloth.
