My location (San Jose, CA) absolutely does oversized color prints. They charge by square foot and by material. They only charge by colors when you want specialty prints (i.e. window decals, etc.)
For regular oversized color posters, the cheapest material is a matte $7.75/sq. ft. For a glossy photo-type paper, it's $8/sq. ft. The vinyl is the 3rd cheapest at $9/sq. ft. All other materials are more expensive after that. Those are the 3 most popular poster materials, though.
