Of course,just like it's possible to repierce your ears It is possible to have any piercing re-pierced, it does seem as though the piercing is more prone to rejection after the scar tissue has formed well. However, there are several piercers working with a new technique of placing surface piercings under or behind scars to try and anchor them. I don't know what the success rate is, but it does seem like it's a concievable concept. If you have them go slightly deeper I think your chances of being able to heal it will be much better or if they can, go completely behind the scar from the first time you had it pierced.

Yes. You will be piercing through scar tissue if you do it in the same spot that you had done before. This should not cause problems, but some people think it is slightly more painful.
