I suspect from your question that your seat belt has a tensioning system that interacts with the air bag system. And I also suspect that where you live there is a safety inspection of sorts. Well anyway the answer is probably yes. I have seen where a vehicle can pass a safety inspection with the air bag system light on and the car passed. BUT WHY IN THE WORLD ONE NOT ALL THE SAFETY THEY COULD RELIABLY GET. AND REMEMBER IF THE AIR BAG ON THE STEERING WHEEL WENT OFF THERE'S A CHANCE THE HORN BUTTON MIGHT WORK
Look at the ribs on the inside of the belt, if they are cracked or missing small chunks then replace as soon as possible. I usually replace mine every 2 - 3 years.

you have to remove the belts and water pump pulley the water pump is located behind the timing cover.
