Primer can sometimes be sticky if it does not dry well or is put on too thick. In most cases where there is low humidity a primer should not be sticky.

An automatic trap primer works by pumping water into a drain trap. The water is sent from a cold water line in small amounts each time the line runs water. There must be an air gap between the drain water and the fresh water line. The simpler manual trap primer is provided by your usage of the drain. For a seldom used drain pour water into it every few months. A little mineral oil in the drain will slow the evaporation by sealing the water from the room air.
You know a trap primer has failed or is not working properly if the drain dries out and begins to smell like sewer gas. Sometimes the primer can be adjusted with an Allen wrench to get the water dripping again. Turn the Allen nut counterclockwise until you can see water dripping through the airgap. In my opinion as a journeyman plumber, they are notorious for failing over short periods of time.
Turn on the the water to the fixture. And let in run.
In many cases, chemicals from the gunpowder and from the primer will transfer to the hands and clothing of a shooter. This can be found in a lab test.

There is no "best" primer. It would depend on the condition and surface you are priming and what you are top coating the primer with,
Floor drains that do not have water flow through them will go dry and sewer gas will leak out of them because the trap makes a seal and stops air from flowing out of the floor drain. Most commercial properties have drip primers that allow water to drip into a floor drain and keep the trap sealed but because water is dirty and since the drip primer has to have such a tiny hole, over time the drip primer corrodes and stops working and stops keeping water filled in the trap which is below any floor drain. When this happens like 2 - 4 yrs after the building was constructed the owner (like most) don't care or even know to care where the drip primer is. The best way I believe to seal a floor drain trap that is hardly used is to pour 1 gallon of water then 1/2 cup of vegetable oil down the floor drain, this oil sits on top of the water constantly making a seal on top of the water so the water can not evaporate and always making a trap seal.
