U can't get kyogre at soul silver ,but Only if u have a friend with kyogre on HG Trade with it and get The jade orb with Oak then go to embbed tower and , yes , rayquaza waiting , Get heavy ,Ultra , Dusk Balls To try to catch it and then awaken sleep , paralyze and poison then Catch it .
