They are often called "Web Cams" as well. Many normal cameras (digital point and shoot) can double as well. However, PC camera's are most often of the little USB style plug and play type.

This really depends on what kind of camera that you have. Some you need a USB cord that plugs into your USB drive, and it will assist you when you need to upload them. These instructions, again, depend on your camera and PC model. If you have a camera that uses a data chip, it would plug into the K drive of your computer, which is usually below the USB drive (it is on mine.) It would look like a thin, long plug that is on the side of your computer that would look like the side that you plug the chip into. Again, this depends on your PC, camera, and your method of uploading the pictures.
Turn it on? There are, of course other ways to get the pictures from the camera to your system (assuming that your 'system' is a PC), and that is to take out the SD card (normally near the battery compartment, but it maybe somewhere else), and insert it into a PC card reader. If the camera supports direct printing or the printer supports direct connection to a camera (which it sounds like they don't) you would simply connect them together using the apprpriate USB cable. Otherwise, you need to use a PC or a laptop with at least two USB ports (one for each device) and the appropriate software installed. The software to retrieve the photographs is usually bundled with the camera. Printers also need their drivers installed to work properly. Most PC's and laptops support USB these days.
