He instituted the Rule of Law there, doing away with their former rulers' mostly near-absolutist rule. Many European countries' system of Civic Law is still based on Napoleon's Code Civil. In many countries, Napoleon's rule also brought a better and more general system of education. And on a practical level, he instituted the system of giving streets a fixed name and their houses a number.
