Rembrandt
The artist's name was Norman Henry French, hence the inscription 'NF'. I have never seen him listed as such however and I only know what I know following exhaustive reserch. He was born in 1908 and was not a 19th century artist as suggested. I belive he was born in the UK but died in the US. He painted predominantly townscapes of Venice and Holland in the style of the Italian and Dutch masters of the 17th and 18th century.
There is no specific person who established paint. However, paint became popular in the 17th century due to the Dutch making it popular.
Holland or The Netherlands as we know it today did not exist in the 15th century. Then it was part of Burgundy. See the link below for more information.
