It's a pretty good game. It's really more of a shooter game since you play as Vincent Valentine. I would recommend it if your a FF7 fan since it gives more insight into Vincent's character and past.
I'm pretty sure that chronologically, Dirge of Cerberus is the last. It remains to be seen whether or not another game will come out that takes place after that point. Dirge of Cerberus takes place 2-3 years after Advent Children.
