As a former employee of the show, the above information is partially correct. It is the normal policy of Langley Productions, the production company of the television show COPS to not compensate those who give consent to be featured in the weekly episodes. But, as implied above, there have been rare occasions in the past, and they probably do still happen, that on a story that is extremely interesting, a small "donation" may be made to one or more participants.

As to the blurred faces, it was not due to people not wanting to sign a release, but it was because it was not physically possible to get all those seen in the background to sign. The crew only has a limited amount of time at any location and is working most of that time. Then, by policy, they must hit the road to the next call when the officer leaves that scene. It also has to do with a change in internal policy. Because the FOX Network didn't like all the blurred faces, they told Langley that they needed to reduce the blurring. So a mandate was passed that all people who were seen "had" to have a release signed or the story would not air. So the crews now limit the amount of background faces seen and do their best to get the principle subjects to sign. Also, no force, trickery, or coercion is ever used to get anyone to sign. Crew members will be fired if they try this.
