Yes, you can get a bike once you reach Goldenrod, the city with the third gym leader. They are in the south-east part of the city, through a small maze of buildings. You can get the bike simply by speaking to the store owner, who claims he isn't getting any business because no one can find his shop. He then gives you a bike for free so you can advertise for him. After a while of riding on your bike, he calls and tells you to keep the bike as thanks for getting him so much business.
