That's because the weight of the stick is less than the buoyancy of the ocean pushing up, so it floats. A rock, on the other hand, is heavier than the buoyancy of the water pushing up on it, so it sinks. Imagine the air as water. We do not get pushed up into space because our weight is greater than the buoyancy of the air pushing up on us. So it is like we are in the bottom of an ocean.
