You can thin water based paint down just like oil based paint. Check the label, but they will probably reccommend no more than 10%

Why do you want to "water" it down? I have found that the paint will usually go on smoother by brush if it has been thinned, and some sprayers will not be able to push the paint through the tip fast enough to keep from "fingering" (a line of extra paint at the edges) when spraying.

Resist the urge to add too much water, but feel free to add some to make your paint job come out smoother.

Your repair will depend greatly on the type of paint used. If a flat paint was used you can simply use joint compound over the unsanded area, sand, prime, and repaint. If a satin, semi gloss, or gloss, was used then more than likely you will have to remove the paint and then sand, prime, repaint. You might be able to get away with simply roughing up the paint and then putting down joint compound, then sanding and repainting but in my opinion that is a bigger risk than it is worth.

Add Flat Paint to the Semi Gloss (SG). As a general rule, using commercial "production" grade paint. If you want "Satin" and have SG. you could add 1/3 of a Gal flat, tinted to the same color. If you want SG and have full Gloss Paint, Add 1/3 of a Gal Flat, tinted the same color. The reverse is N O T true. If you want full gloss and have Flat, it won't work in my experience. Experiment on your own. Just remember its easier to tone down gloss than to add it. This is assuming the paint is still liquid. If it is already on the walls, and you want to avoid repainting. A "Matte" finish Clear Coat could be sprayed over the whole wall, But to do it "right" you would want to repaint

I don't like matte paint because when my walls get a skuff on them, I can't wipe it off without taking off the paint.
