yes it does, as every other fluid does to. it does lose it's optimum lubrication and cleaning agents which can cause power steering pump and rack premature failure. it should be changed as regularly as every 30-40,000km

first thing is you need to pull off the belts, and yes all of then because the stering belt in behind the others. then there is two bolts holding the pump so remove them and then just remove the high and low pressure lines and your done.
Not being a chemist, I'm not sure how the seals will react. I've heard stories about seal swelling problems when adding a wrong fluids to a system. I had tried an experiment, setting seals into different fluids to monitor swelling over a period of a week with no conclusive results. Since the fluids are different, you don't know how the properties aside from swelling will affect the power steering. Such as how well it compresses, viscosity and so on. I'll be civilized and answer this. The power steering pump is a hydraulic pump that needs fluid to pump so it can move the power steering gear. Simpler said no fluid no power steering. Hope you are not offended.
