It's COMPLETELY different stuff, because animals are tattooed differently from people. Human tattoo ink is a liquid. The needle tube on the tattoo machine contains an ink reservoir. The artist dips the tip of the tube in the ink and the machine pulls it in. Veterinary ink is a paste used with this device that kinda looks like a big pair of pliers. The needles are set in the shape of numbers. The worker picks out the numbers needed, installs them in the device, spreads ink where the tattoo is going to go, squeezes the numbers into the animal, then rubs the ink in.
Make sure the shop you go to has a license, is clean and that they ONLY use disposable needles. If you don't see them pulling out a new, sterile needle each time they start a tattoo, then don't get a tattoo from them. - - - - - You're not likely to get a bloodborne disease from a tattoo needle. If you're going to get one from a tattoo shop, it will come from the ink. I know multiple people with tattoos and no. I do not think they puss ink. You should probably go to the tattoo artist and question him, or go to the doctor.
I think if you leave it open long enough then it might go bad, but probably not. Does pen ink have an expiration date? I don't think so.
