You can get her by getting star rank or higher on all the mirror cups but it is much easier to just rent Mario galaxy
You can't edit your registry manually. registry is crucial part of windows where aall configuration files saved.
You either need to have a saved file from Super Mario Galaxy and a few Grand Prix races, or earn at least a Star rank in every cups in mirror mode. or win 4,950 races winning 4,950 races is way more harder

All you do is type Super Mario 63 (Level editor) (Of course you will loose everything in the one that you have and you will have the level editor though but loose all saved files.) There is another way (Go and make your level you can always come back and play on the previous Super Mario 63 that has no level editor but still have Saved Files

It is not possible to delete a file You can only overwrite the saved files. First click on "New Game", the type the name you want the file to be saved as, start playing the game, when it asks you if you want to save say yes: then click onto the name you wish to overwrite this will then be saved in the name you typed in at the start.

You can make one save file for your Main Story Game (Adventure Mode) and one Save File for Special Episodes, as you can olny save progress of one Special Episode and when you start a New Special Episode then You must Overwrite the current Special Episode data. On the Main Menu there is a Section named "Adventure Log" however some people think this is a Log full of all your saved files and that it prooves you can have more than one Saved file, but this is actually a Log of your saved progress on the Main Game. Sorry, you cannot make any more saved files.

you can click start then search the file name or press recent files or go to where you saved the file.
just use USB port of PSP and connect it to the computer then copy then saved files to your computer.
