It has not been proven that sugar makes your heart beat faster, sugar is basically broken down to glucose, which means that you have greater access to glucose for respiration, for energy. High sugar --> High energy

The rate of your heart beat, believe it or not, is not something you can control, it is controlled by your autonomous nervous system. The heart beat can only be changed via impulses from the vagus and accelerator nerves to the sinoatrial node, and these only really change due to excercise.

It can. This depends on the amount you intake. Lets say you eat 5 chocolate bars every day. I know that's pretty far-fetched as an example but that would increase you rate over time, making you more prone to illnesses such as stroke or heart attack.
