Have the neutral safety switch checked. Pop the hood, hold a key across the screw posts on the solinoid. it should start......make sure ignition is on and truck in Neutral.
There could be a wire break causing the loss of power to the solenoid. Or there could be a problem with the neutral safety switch, if the switch is bad there will not be any power to the solenoid.
to put a 99 fwd in low you must put the truck in neutral then ingage the transfer fo fwd low if the transmission is not in neutral in most vehicles it will not allow fwd low to be used

it is most likely the neutral safety switch. this is the mechanism that only allows the engine to start in neutral. i got a truck that does the same thing.
