You don't need a machine, you need a computer program which will analyse the colour in any image - scanned or other file. However, not all scanners are accurate enough to properly interpret the colour of an original image. What is scanned in as one colour my appear in the resulting file as a rather different shade altogether. To know for certain what colour an image is you would need to compare the origianl to a pantone colour palette.
